What happens if the mechanic did not fix my car?

My truck started to make some noise from around the transmission area so I took it to the mechanic. I told him the noise sound like its coming from around the fly wheel. He puts the car on the lift and to inspect the noise. He comes back and tells me its the starter. I told him that I had changed the starter about 18 months ago and that i really doubted it was bad. He told me that it was the problem and that with labor and everything it would be 200 dollars. So I had him install a brand new starter and guess what its still making the noise. Now my question is what rights do I have. He is a licensed and insured ASE mechanic. I am a unemployed college student who cant be going around spending a couple hundred here and there to figure it out. As the truck is still making the noise it is still at his shop and I havent paid for anything yet. What laws if any are there to protect me in Florida. Thanks
