Does Florida's new voting bill wipe out any chance Obama has at winning Florida in 2012?

It reduces the chance for voter fraud that would benefit any candidate. And since the Obama administration (and unions) are the only ones up in arms about it. That shows who was intending to try and pull their dirty deeds.
